Decisions about whether to replace water mains are usually based on engineering judgment. Some quantitative rules for water main replacement have been developed based on a comparison of replacement costs with the costs of breaks. The formulas presented in this article represent an improvement in that they include the costs caused by leakage and inoperative valves. Includes 11 references, table.
