In this day and age of ever-changing needs and very remotely located remote terminal units (RTUs), it is particularly important to be able to modify the behavior of RTUs quickly and conveniently. Helix Water District's (California) SCADA system addresses this need by providing a relatively easy-to-use, high-level, control-oriented language for programming its RTUs. In addition, the programming and testing can normally be done from the central computer. The author first describes smart RTUs, lists elements involved in changing RTU logic, and discusses various programming languages. Using the ACCOL language, one can wire prewritten modules together using signal names; instructions are given, with examples. A list of the many modules available is given.
