Sometimes, utilities implement a supervisory control and data acquisition system (SCADA), and then leave it on "automatic pilot." While discussing another project, the consulting firm discovered the Lincoln Water System (Nebraska) personnel were frustrated with their SCADA system. The consultants helped LWS overcome its frustration by discussing the limitations of a SCADA system, having one person assigned the responsibility for the system, defining problems with the system and unmet needs, and acting as intermediary between LWS and the SCADA vendor. A list of problems with the system was generated, LWS met with the vendor to discuss the problems, modifications were suggested and implemented, and bugs were worked out.
