The Boston Water and Sewer Commission in-house engineering staff made the decision to implement a program of valve maintenance to be funded through the Capital Improvement Program which would be publicly bid to a contractor on an annual basis. The first challenge was to convince the financial decision makers that funding for such a project, which was essentially a maintenance department task, was necessary and that the money would not only be well-spent but would enhance the viability of the entire water system. The paper describes the program development, benefits, and current status.
