SCADA systems have proven themselves as valuable tools in the water industry. Their benefits include better operator control, increased public safety, and lower operating costs. Yet, many companies are discouraged from installing SCADA systems due to their high installation costs and manpower requirements. This paper describes a low-cost SCADA project based on using intelligent RTUs for distributed control. The software in the RTU provides for TOU pumping operation, remote alarming, and statistical data collection. In addition to providing all of the features expected of any SCADA system - monitoring, control, and alarming, this system performs analog trending and remote access all while costing a fraction of a comparable centralized SCADA system. It is recommended that intelligent RTUs be considered when installing small to medium-sized SCADA control systems.
