After summarizing reasons for water conservation and summarizing some of the pitfalls of using water rates to promote conservation, the author discusses price elasticity and briefly describes and discusses the pros and cons of a number of rate structures designed to encourage conservation. These include billing frequency, higher summer rates, summer surcharges, increasing block rates, and penalty rates. A table summarizes the results of various price elasticity studies.
