This case study explains the evolution of a public-relations approach to public involvement into a more collaborative approach of consensus building. The reservoir neighbors who were picketing and accusing the department of bureaucratic doubletalk just two years ago are now key players in the political and technical siting process for water treatment facilities. The issue at hand is the department's plan to cover some smaller reservoirs or build treatment plants at larger reservoirs. The department's approach is based on the outrage model popularized by Peter Sandman.
