The Surface Water Treatment and Total Coliform Regulations impacted heavily on the role and responsibilities of the water plant and the distribution system operator. This paper discusses the new regulations and presents case studies from operating the Detroit Water and Sewerage system to illustrate compliance as well as problems achieving compliance with the new rules.
