In the decision making process for designing a municipal membrane filtration system is a balance of technical responsibility verses commercial competitiveness as expressed in a bid format. In a competitive bid format the technical merits of the equipment bid are only as good as the plans and specifications allow for. The viewpoint expressed in this brief paper is from an original equipment manufacturer's desire to provide a system to the customer that takes into consideration both the capital cost and daily operation and maintenance cost.
