This paper describes the development of the San Antonio water supply system since the seventeenth century, with emphasis on the nineteenth and twentieth centuries. Most emphasis is given to recent court decisions allowing the state to regulate the Edwards Aquifer as an underground river. Background, court decisions, and implications for the utility are discussed.
