This case study is a large-scale water conservation kit retrofit program involving a partnership between Northwest Natural Gas Company and the Portland Water Bureau in Oregon. This paper focuses on partnership issues: challenges, and how the authors resolved them; recommendations on establishing and managing a public/private partnership; advice on working with regulated IOUs (investor-owned utilities); and a crystal ball view of public/private partnerships of the future.
